Federal Bridge

The Environmental Protection Agency (EPA) and the General Services Administration (GSA) agreed to jointly sponsor an E-Authentication pilot project. Innovate was brought on board to test an approach to authenticating browser-based end-users of applications requiring assurance levels 1, 2 or 3 that deploys the E-Authentication architecture in the web services network environment provided by the EPA-State Exchange Network (“EPA-State Network” or “Network”).

Innovate’s work consisted of the following:

  • Defined an approach for leveraging the Federal Bridge Certificate Authority (FBCA) to authenticate environmental transactions signed by Public Key Infrastructure (PKI) certificates issued either by the State of Illinois, EPA or another federal agency
  • Performed technical and policy alignments to support the requirements of the FBCA
  • Validated the alignment with a live test to the FBCA
  • Implemented the pilot on the: EPA-CDX Federal Bridge Interoperability Test (FBIT) Application and Illinois EPA eDMR Application
